How long can I stay in the sun at UV 11?

At UV 11, fair skin (Fitzpatrick type II) burns in about 8 min without sunscreen. With SPF 30 applied the way most people do, that becomes about 44 min, but sunscreen should be reapplied at least every 2 hours. Darker skin types can stay longer; see the table.

Sea level, on land, UV held at 11. Sunscreen is counted the way most people apply it (about half the tested amount, roughly the square root of the SPF). Whatever the table says, reapply at least every 2 hours. Snow, sand and water reflect UV and shorten these times. Not medical advice.
